Can a cat be an emotional support animal? Yes. Here is what that means in the UK, what it does not mean, and how it works if you rent.
The short answer. Yes, a cat can be an emotional support animal. In the UK that describes what the cat does for you, not a legal status: there is no register for cats or any other animal, and a cat cannot be an assistance or “service” animal, because UK law only recognises assistance dogs. Can a cat be an emotional support animal?
Yes, and cats are one of the most common. Emotional support animals are not defined in the Equality Act 2010 or anywhere else in UK law, so there is no list of approved species and no test your cat has to pass. If your cat’s company helps your mental health, it is an emotional support cat in every sense that matters.
What that label does not give you is any extra legal standing. An emotional support cat is, legally, a pet cat. The difference it can make is in what you ask for, and how well you can explain why.
Can cats be service animals in the UK?
No. “Service animal” is an American legal term, and a lot of the cat content online comes from the US. In the UK the equivalent is an assistance dog, and section 173 of the Equality Act 2010 defines that by training: dogs trained to guide a blind person, to assist a deaf person, or by a prescribed charity to assist a person with certain other disabilities. Only dogs are covered. However much your cat helps, UK law has no category of assistance cat or service cat.
How to make your cat an emotional support animal
There is nothing to register and no form to fill in. The question people are really asking is usually one of two things.
- “How do I prove it?” With a letter from a doctor confirming that your cat supports your mental health. That is evidence, not a certificate, and whoever you give it to still decides for themselves.
- “How do I register my cat?” You cannot. There is no official register of emotional support animals in the UK. Sites that offer cat registration, ID cards or certificates are private businesses selling a product with no legal effect. What those sites actually sell.
Renting with an emotional support cat
This is where most cat owners need help, and where the law changed in 2026. If you rent privately in England, the Renters’ Rights Act 2025 gives every private assured tenancy an implied term: you may keep a pet if you ask in the right way and your landlord consents, and consent must not be unreasonably refused. It has applied since 1 May 2026, to existing tenancies as well as new ones.
- Ask in writing and describe the cat. “Keeping a pet” means letting it live in the home, whether or not you own it.
- Your landlord must reply in writing within 28 days. They can ask for more information about the cat first, which moves the deadline to 7 days after you provide it.
- GOV.UK gives examples of reasons that may be reasonable, such as another tenant’s allergy, or a property too small for a large pet or several pets.
A doctor’s letter is not required, but it tells your landlord why this cat matters to your health, which is useful information when they decide. Where can I take my emotional support cat?
Most cats are happiest at home, and the law gives an emotional support cat no right of access anywhere else. The Equality and Human Rights Commission says that, depending on the facts, it may be a reasonable adjustment for a service provider to allow a disabled person’s emotional support animal. That is their decision, case by case.
